What Is Robust SDA Housing?

Robust SDA is a specialised housing category for eligible NDIS participants whose disability-related needs require a home designed to provide greater durability, safety and resilience than standard housing.

Robust SDA properties are designed around the participant group they are intended to support. Depending on the property, features can include impact-resistant or durable wall finishes, secure doors and windows, reinforced fittings and other features designed to withstand heavier use.

Features can vary between properties. A Robust SDA home should therefore be assessed on its actual design, layout and features rather than assuming every property provides exactly the same inclusions.

Robust SDA is different from an ordinary rental property that has simply been modified. SDA properties are assessed against the applicable SDA Design Standard and enrolled within the NDIS SDA framework.

What Makes a Home Robust SDA?

The Robust design category focuses on creating a more durable and suitable home environment for participants with very high support needs or extreme functional impairment.

Depending on the property, Robust SDA features can include:

  • Impact-resistant or durable wall finishes in areas where additional protection is required
  • Secure doors and windows
  • Durable fittings and fixtures
  • Robust hardware and other components selected for heavier use
  • Design features that support safe access and emergency exit
  • Property layouts designed around the needs of the intended participant group

Not every Robust SDA property will have the same features. When considering a particular home, ask about its features and how they relate to your needs.

Robust SDA and Behaviours of Concern

Some participants who live in Robust SDA have support needs that involve behaviours of concern. These behaviours can have many causes and should not be treated as a fixed characteristic of the person.

A Robust home provides a physical environment designed to be more durable and suitable for people with these types of support needs. It does not replace individualised support or behaviour support.

The physical design of an SDA property is also different from a restrictive practice. A durable wall, secure fitting or other Robust design feature is not automatically a restrictive practice. Restrictive practices involve specific limitations on a person’s rights or freedom and are subject to separate NDIS requirements.

Where a participant has a behaviour support plan, the plan and the housing environment should work together to support the person’s safety, independence and quality of life.

Who May Be Eligible for Robust SDA?

SDA funding is available to eligible NDIS participants who meet the relevant requirements for Specialist Disability Accommodation.

The NDIA considers a person’s individual circumstances, including their disability-related functional needs and whether SDA is appropriate for them. A diagnosis by itself does not determine SDA eligibility.

Evidence used to support an SDA request depends on the participant’s circumstances. It can include information from occupational therapists and other relevant professionals, functional assessments, information about current housing difficulties and other evidence that explains why the participant requires specialised accommodation.

For participants whose support needs involve behaviours of concern, relevant behaviour support information can also help explain their housing requirements.

SDA, SIL and Behaviour Support Explained

Supported Disability Accommodation, Supported Independent Living, and behaviour support are different parts of a participant’s support arrangements.

SDA does not pay for support workers. SIL, where funded, is separate from the SDA property.

Behaviour support is also separate from the property. A Robust SDA home provides a specialised physical environment, while behaviour support focuses on how the participant is supported.

A participant’s individual circumstances determine which supports they receive and how those supports are arranged.

Do You Pay Rent in Robust SDA?

Yes. Participants living in SDA generally pay a reasonable rent contribution as well as their ordinary household and living expenses.

The amount that can be charged is subject to the NDIS rules and current SDA pricing arrangements. The applicable amount can change, so participants should confirm the current figure based on their circumstances rather than relying on an old rate.

SDA funding covers the specialised accommodation. It does not cover all of the participant’s everyday living costs.

Before deciding, make sure you understand how many people live in the property, how the bedrooms and common areas are arranged, and what the household setup will be.

Consider Housemate Compatibility

If the property is shared, the people you live with can greatly affect your day-to-day experience.

Where appropriate, ask about the existing household and arrange a meet-and-greet before deciding to move in.

Confirm Your Support Arrangements

SDA and support services are separate.

If you receive SIL or another type of support, make sure you understand how your support will be delivered in the property and who will provide it.
